I think the whole point of mentioning that Billy had been married and divorced was this: when Mulder and Scully first encountered Billy and Teresa, B&T were kids, just barely out of high school, while M&S were adults in their 30s. In the past seven years, B&T had grown up and began doing the things that adults do with their lives: getting married, getting divorced, (sad, but it happens) having kids, etc. This was in marked contrast to M&S who were, in many ways, at the same point in their lives as they were seven years earlier.
