I think the consensus was Skinner had stopped reimbursing Mulder for all those trips to Hong Kong, Anartica, etc. a long time ago and all Mulder's money went for travel expenses! Several people also pointed out that, even though Mulder undoubtedly has medical insurance, simply meeting the co-pays and deductibles for all his hospital stays could take the bulk of his inheritance!
