You've got the right author! The name of the protagonist in the Bootlegger's Daughter series is Judge Deborah Knott. The Sigrid books were first; MM did about half a dozen of them, then moved on to the Deborah Knott books. I don't know if she'll ever do another Sigrid book or if she's finished with that series.
Another series you might like, in which the protagonists have a relationship similar to that of Mulder and Scully, are the Bill Smith/Lydia Chin mysteries by S.J. Rozan. The mystery plots are excellent and so is the UST. It's a little different than "XF", because Bill is very obviously in love with Lydia and she knows it. She keeps telling him (and herself) that it would never work because of the differences in their ages and backgrounds. (She's a twentysomething Chinese-American; he's a divorced, middle-aged white guy). But in every book the relationship is a little more romantic and a little less platonic!
