You've got a good argument here for him not being shy.
That line bothered me too but I'm not sure if it was out of character. He has ordered Scully around before and told her what to do. He shouldn't have done it on camera though. Bad move Mulder! And good point about Scully getting gas late at night in a bad neighborhood. What was he thinking!?
