I was puzzled about Scully's omission too. It's probably one of those things she tells him off screen. It seemed weird at the time though.

I have a feeling Jeffrey's memory was eraed and so he has no memory of Sam. We saw them do the selective memory erasing thing in the ep Deep Throat so I think it fits in well with this.

I think the walk ins all have to be children or at least in this scenario with Sam so Jeffrey wouldn't qualify.
