I'm one of the people who think this discovery will have an impact on the MSR, but not for the reasons you mentioned, SMH and DRH. In my mind, it's more of a psychological shift. Mulder had a lot of guilt over the abduction and I don't think he ever *allowed* himself to relax and be happy. As long as he didn't know what had happened to his sister, he couldn't be happy. (Kind of similar to the feeling you get the first time you laugh after someone close to you has died, i.e. guilt over not being in constant mourning.)

So I think these feelings have had a very real impact on his relationships. Now that he's "free", he can relax, fall in love and be happy because he knows Samantha isn't "out there" for him to find and also that she's "in a better place".

On Scully's side, I think this revelation would have an impact too. She knew Mulder's single-minded devotion to finding his sister and was probably reluctant to let herself fall in love with someone who's married not to his job as much as his quest to finding the answer to something that could very well have remained forever unresolved.

So yes, I do think (hope) this will have an impact on the MSR.
