A question about "Fresh Bones" and "Teniko" (sp?)

Over the weekend I watched an ep called, I think, "Teniko". Anyway, it's from season three or four and features a weird plant that drains the pigment from people's bodies. It's a pretty good ep and is one of the few where Scully is "right" (or, at least, closer to being right) than Mulder is about what's going on.
What I wondered though is. . .this and "Fresh Bones" are the only two XF eps I can recall where the main deaths/weird stuff was effecting black people. And, in both cases, they weren't citizens but immigrants (from Haiti in "Fresh Bones" and from West Africa in this ep). The same could be about that awful goat-vampire episode featuring Mexican immigrants. Why do you suppose this is? Does CC believe nothing weird ever happens in the minority populations (blacks, Hispanics, etc.) of actual U.S. citizens??
