Recently watched the ep with the Vietnam Veterans Memorial (I think it's called "Unrequited"??)

This was a season four or five ep that was Skinner-heavy. In addition to lots of Skinner, I enjoyed it because Mulder was behaving in a more "normal" way. He was using words like "I'm asking you to trust my risk assessment on the danger this suspect poses" and assigning other agents to guard all these generals who were in danger from a Vietnam vet. It also had a very good, powerful Mulder/Skinner scene at the end.
One question though. . .since when does Mulder have the authority to "assign" other agents??
