I haven't watched this episode in quite awhile. It probably ranks as the number one "bored me to tears" episode. So I don't remember all the details. But I think in the FBI that a Special Agent in Charge can be the one who runs a particular case. Maybe that's what Mulder was in his one? Wasn't he in charge in the eps Lazarus and Young at Heart too? He seemed to be and was briefing other agents on their assignments.
