Right off hand I cannot remember a scene like that, however I just got S8 and probably should rewatch. Frankly we didn't get enough of just those two together but if memory served me right they had "something going" once upon a time.

I think Doggett was just so concerned with protecting Scully waiting for Mulder to get back into the picture that he didn't have time for any new love. I also remember references to his wife--they had lost their son Anyhow I don't think he ever really got over his losing wife and son.
