I think they may be 'concuring' on what the other is thinking. They do hang out after work, maybe they're 'dating' but, like most couples after only a couple of months, feel something very strong for each other but don't want to say it just yet. Also, let us not forget that these two knew each other before their stint assigned to the files......and who knows, maybe skinner is gasing the office to make the partners fall for each other so that he never has a borning day (and Scully's pregnancy made her immune, so she never fell for Doggett and he......had his own desk, so he was immune.)

Yes, I've been in the vanilla bottle again.
