It can work a lot of ways but often there is a casting director who finds and recommends people. Randy Stone was the XF casting director who told CC that David Duchovny was the smartest actor he knew. I don't know how familiar CC was with DD himself.

Denzel might have watched TLG but then the casting director might have been the one who saw Stephen Snedden. Or Stephen's agent might have put a word in and got him the audition.

As director Washington does have final say so I guess however Snedden got to him he approved of him.
