this is the "Leyla Harrison" character. There's been a lot of discussion about this ep in the fanfic community. I think she's supposed to be quite young, just out of the Academy, which will at least make a bit of a "difference' in a show where virtually every character is in his/her 30s or 40s. (The only other recurring character under the age of 30 the show has ever had was Jeff Spender.)
CC really seems to have a problem creating "good" characters who aren't white males. Scully is the excpetion, of course, but otherwise all his female and/or minority characters, when they exist at all, are annoying or just plain evil (i.e. Fowl Thing, Annoying Smiling Agent and Kersh). Or, when he does create a sympathetic female characters, such as Melissa and Maggie Scully, he kills them off or simply quits writing about them.
I never watched "Millennim" (the TV series) or "Harsh Realm". Did he stick to his "only one female and no minorities" concept for the leads in those shows, too?
