Years ago just about every sitcom had the mom,dad, two teens(one boy, one girl) and one preteen formula. I remember there being a whole mess of them like Family Ties and Growing Pains. I think that started with the Cosby Show and the resurrection of the sitcom. They were pretty much dead up to that point.
Then when shows like Seinfeld and Friends became hugely popular the trend changed to sitcoms about singles--usually living ion the city.
Then we had the era of off the wall sitcoms like Arrested Development and Malcolm in the Middle perhaps the last popular one that focused mainly around the kids? Is that show with Damon Wayans still on the air? Or the Jim Belushi one?

TV just copies whatever is popular and right now crime/detective/serial dramas are big right and there's not much room for kids on those kind of shows I guess. We did have Walt from LOST but he's left the island.

I think BDM is right, with channels like ABC Family and Nick being more widely seen those channels may be considered a better market to feature kids.
One thing I still find interestingly absent are family dramas such as The Waltons that you mentioned or Little House. Just not in vogue now I guess.

There is Everybody Hates Chris. That's a sitcom focusing mostly on the kids.
