At least now that the producers *know* that the show is only going to run for 13 episodes, if they planned to hint at romance between any of adults on the show -- and people at the "Kidnapped" board have seen hints of romantic attraction between both Aubrery Cain and Avis (the FBI agent assigned to protect her) and Knapp and Turner -- they can go ahead and let the romances progress.
When a show is open-ended, the producers are usually reluctant to let any potential romantic relationship progress beyond flirting and a rare kiss, for fear that resolving the sexual tension will lead to viewers losing interest in the show. Thus you get years on end of unresolved sexual tension (UST) between couples like Mulder and Scully on "The X-Files" or Harm and Mac on "JAG". While those two couples did eventually get together, other shows -- such as "Dark Angel" -- ended after a couple of seasons with the UST forever unresolved.
Maybe the producers have no plans whatsoever to do more than vaguely hint at various romantic attractions, but if Knapp proposes to Turner at the end of the final episode, at least people can't say the show got cancelled *because* the UST was resolved, since the show was, effectively, cancelled after the third episode.
