I had also assumed that the names on the flask were women's names, probably those of his first wife and daughter.
However, somebody at the NCiS boards pointed out that "Shannon" and "Kelly" can also be men's names. So maybe they are friends of his who were killed in combat?
I'm not sure we're *ever* going to get answers to some of the mysteries surrounding Gibbs' past, but that's okay. It's part of what makes the show interesting.
