I think the only solid purpose for this guy is to serve as Charlie's "real job" boss. I think he's the mth department head because he was reminding Charlie a couple of weeks ago that Charlie was supposed to be teaching, etc.
The other thing his character is supposed to do for Charlie is to be a qualified listener. He's a math person too so that would mean he could understand how Charlies math brain works. Since the other characters are so strong and somewhat flamboyant, perhaps this character helps to balance things just a little. I liked his line of "I guess I will go study the coi pond" when there was a family discussion and he needed to leave for a bit.
