Assume you're not being serious here as the power conferences control everything and would simply form their own association if the lesser conferences attempted some move to create some better environment to survive. it is only going to get more challenging especially for smaller private institutions, yes there are some success stories like Gonzaga, Davidson, maybe even Bona and a few others, but without huge dollar investments to pay a big name coach and to pay players sizable dollar amounts each year upward movement is not going to happen. Our real question right now is why we are not being competitive in the Maac in basketball , are the bulk of the other conference schools spending more money than us (and Niagara) or are other factors in play? Most likely everything is a moving target at this point with the changes taking place but it is always going to come down to "How much are you paying me" for most players and will continue to escalate. The only real solution for many current div1 schools is to go back to a non NIL environment whether that is a div 1AA or unfortunately down to div2 or 3, only time will tell how it is going to work out but that time is running short for many schools it would appear!

D2 and D3 have other variables that I don't think are inviting to most if not all of the current mid-majors. At least in the short term. Your 1AA or FBS/FCS arrangement is most likely on the horizon. I don't believe, however, that it will be nearly as successful in hoops as it is in football - especially when it comes to the post-season. But that's a discussion for another time.
