I think there are varying severities of autism. When it is less severe people use the term "autistic like behaviors". This is what my son has-he will not (or cannot) communicate many things despite being able to sign effectively when he wants to. He exhibits OCD behaviors as well as other abnormal behaviors (he's 14). A psychologist or psychiatrist should be able to shed more light on your son's problem though the deafness makes it harder for them to evaluate. Good luck.
