I think I understand now. If not, just hit me upside the head and try telling me again. I'm a little slow at times, and if I get it wrong, will most likely understand it tomorrow morning or in the midle of the night. ^.^' You'll see what I mean as you RP here. ;-P
Anyway, the answer is kinda. You see, if you have looked through all the areas, you'll see tha only four of them have packs. (One good, one evil, oe good, and one no sided.) Those are the packsI have started. Now, you'll also see that there are two "open" areas under the fourpacks, and on the areas with packs, there are three opn areas. As Night Water grows, I will allow new packs to be stared. Those "open areas" are were the new packs will be placed. Once all the "opens" are taken, there will be no more packs allowed. So, as you see, I'm allowing packs to be made as long as you follow what you need. The pack-making info is in the Rules, which you should have read, and you said you did.
So, you get it, or did I just confuse you more...?
