In terms of the outdoor skills, the 25 objective boxes are in the basic core learnings. While there are 18 listed, when you include that some of them had several aspects, the total number is 25. For example, #6 has a, b, c, and d and if you consider them as 6a, 6b, 6c, 6d and give them a box each of the 25 in outdoor skills, it matches.
Regarding the message from the group committee to attend training, (or no message, as you indicated), I have long believed that, from a distance, we have little or no impact on the "pressure" one feels to take training, if there is no internal motivation. The group committee, responsible for the "hiring" of leaders, sets the standards and expectations. If the group committee doesn't sell training as the rule, then we have an uphill battle.
