The author clearly says

"...contact your elected official or tribal warlord."

He clearly understands that democratically-elected governments do exist outside the United States. When he says "elected official", he's probably thinking about Europe, Australia, and/or Japan. When he says "tribal warlord", he's mostly likely thinking of places like central Africa or Afghanistan (Afghan tribal warlords were in the news quite a bit a few months ago).

However, he also says that if you're outside the U.S., you should "first put down your Anti-USA picket sign". I'm not sure that the author understands that the words and actions of Osama bin Laden and Charlotte "I still hate America" Raven are not representative of all non-Americans. Yes, there are some nasty bigots out there, but he shouldn't let a few idiots color his perception of everyone else outside the borders of the United States.

It should also be noted for those that really are ruled by tribal warlords, software that secretly installs itself and collects information about their internet activity is not exactly their biggest concern. No, it probably was not wise of him to include the "tribal warlord" reference.
