I think we're getting somewhere.

On looking at the executive vs. legislative branches, I can live with focusing on the White House. In setting policy, you are probably right that they have a greater influence. But I may take some of our work and overlay it on the Congress to see if there are any discrepancies. But, I'll save that for the future for the sake of simplicity now.

Adding poverty: consider it done (good point!). But here is one problem. Poverty is what you define it to be. We may find that the poverty rate fluctuates according to varying definitions. Regardless, let's use it and keep this in mind.

I would ask that Per Capita Income be measured as Median Real Wages

Can we find a source for Median wages? If so, we can look at that measure as well. I don't mind throwing it into the mix if we can understand and apply the measure to our problem at hand.

Also, I think inflation is only a meaningful item outside of a certain range.

Unfortunately, we can't adjust the data on a year by year basis. It is either inflation adjusted or not. And even though small amounts of inflation don't make much difference year by year, it is impossible to compare different White House Administrations if you don't use inflation. So I suggest we adopt inflation adjusted numbers as the norm.

On the war as policy question: I meant that we don't use war as an economic policy. It certainly plays into our discussion though.
