Meant to add before, I'm pretty sure what he had was either a rough outline, or he simply changed it as it neared release. Stuff has even been removed from the script of Episode 2, or so I'm told.

Lucas might've simply had a character to run the whole cloning biz, and after the popularity of Boba Fett grew, he decided to make that character into Boba's father.
