I am not sure about education grants, but I ran across this article. It is about a special needs voucher program that Texas was trying to pass. It was written in 2009, but it is worth following up to see if it passed. The website is http://www.texaspolicy.com/pdf/2009-06-01-SCN-BT.pdf

Furthermore, if the school is too costly, consider hiring a private tutor that specializes in the Orton-Gillingham and or Lindamood Bell approach... such as myself. I do reading remediation for children with learning differences. Your daughter obviously needs to be taught and trained on how to deal with her dyslexia. Having the proper "tools" will make her more successful. Holding her back for another year will not do much good for her, if the school is not addressing her needs.
