Don't tell the child much at all yet. Instead, tell the parent to take him to a developmental optometrist and have his vision skills evaluated because there's an excellent chance that they are deficient and the main reason he can't read well, assuming that's the case.

If I'm right, and they are deficient, then you tell the child that it's likely the reason he's been so frustrated in school is because he's been seeing the world differently from most of his classmates and that if he goes through vision therapy that could change.

Then put him through vision therapy (assuming it's needed), make sure he's got sufficient phonics training to learn what he's missed so far, and send him back to school thankful that his parents figured out why he was having so much trouble. He might even tell some his classmates who are struggling that they should get their eyes checked out too.

Go to The COVD Website to find a developmental optometrist in your area, or country. At a minimum, he should at least be evaluated to rule out the possibility, because it's substantial.
