Why does a child who is struggling have to be tested in order to get support? It is the class teacher's job to modify the work to suit every child's individual needs. Have you spoken to the school principal? Have you taken samples of your child's work to the principal to discuss what their professional view is of the outcomes? What happens to other children in this school who have additional needs? Is there a volunteer group of tutors at the school? Do the teachers attend professional learning courses? Could the principal arrange for dyslexia and /or learning difficulties to be a topic for the school to base their professional learning around?
