Not precisely -- it sort of represents all the social interactions that take place during downtime. Some of these are online (so if you wanted to start making contacts you could only make online, go for it; we'll introduce NPCs as necessary, just give us some direction of where you're trying to go). Other threads just represent the downtime social interaction that we don't always get a chance to play out, whether they take place in clubs or over the phone or whatever.

The boards can also be used for any private communication you want the other players (not necessarily the other characters) to have access to -- it's more persistent & easier to manage than email.

You guys should also feel free to use it for any private discussions you want: just make sure you make some indication that the thread is private, and the NPCs won't have access.
