Inactive accounts start being tracked on October 22. Houses on these accounts will eventually fall, if these accounts stay inactive for more than 10 days.
The global auto-refresh feature is not a direct part of the housing system. It was activated on Sept. 11th, and it was deemed necessary to keep auto-refresh turned on until a new housing system was completely implemented. This will occur one week after tomorrow, on October 29th. This may mean the most to players with grandfathered houses, who will need to make sure they begin manually refresh their houses.

I'm royally confused; is Auto-Refresh going away permanently by the end of October or coming back for paying customers.

For the most part, there are two types of house-owning accounts: those that only own one house, and those that own multiple houses.
If you only own one house and your account stays active, your house is a "primary house" and will continue auto-refreshing itself at the start of each day. (Unless, of course, you are traded or place a new house.)
If you own more than one house and your account stays active, you will need to double-click the house sign of each of your "grandfathered houses" at least once every 10 days if you want it to refresh. Grandfathered houses will not autorefresh.
If you're not sure what type of house you have, double-click your house sign and check the house status. The information display will either show it refreshes "Automatically" or that it is a "Grandfathered" house.
If your house shows it refreshes "Automatically" and your account is paid up and active, your house will auto-refresh itself at the start of every day.

Thanks for the info; that other part of my question still has me a tad worried Sannio. Will I have to get a new CC November or can I wait till March; since I've paid up until March? I've heard people already havin problems and needing a new CC immediately, and those who've had little problems.

Since you've paid up for 6 months, you should be good for that entire time. The problems should only come in at the point when the credit card payment fails.

I'm confused. Also so Auto-refreshing is staying indefinately in UO then?

It may help to consider that auto-refreshing will now be considered on a house-by-house basis. If your account is paid up, and you only have one house on your game account, then your house will continue auto-refreshing itself. The global auto-refreshing that is being turned off didn't care if anyone's account was paid and up-to-date.
