Cynthe has confirmed that the Shroud of Shadows will be available by an automated process in the following post on the uo.com Boards

Yep, after the pre-order numbers surpassed our expectations considerably, we realized we had to put in something automated, or we'd have had to buy all our GMs sleeping bags to keep under their desks. :)
III, posted the following on the same thread, to describe the new files that have been placed in UO for claiming the Shroud of Shadows:
