From uo.com FYI...

Stat Locks Jul 25 2002 8:51PM CST

“Stat Locks” will be introduced into Ultima Online as a method by which players can better manage the Stat values of their characters.

The concept of controlling the raising, lowering, and locking of Stats will be identical to the concept of “Skill Locks.”

Each character has three Stats: Strength, Dexterity, and Intelligence. Players will have the option to set any of their Stats to rise, lower, or lock.

The value of a Stat that is set to rise may increase or stay the same, but will never decrease. Likewise, the value of a Stat that is set to lower may decrease or stay the same, but will never increase. A locked Stat will not change its value.
For example, consider a player who sets her character’s Strength to only be able to go lower. She successfully performs a task and the game code has determined that an increase in Strength is called for. However, since her Strength is set to only allow for decreases, her Strength will not change its value.

Further, if a player locks his character’s Intelligence and performs a task that would normally allow an increase or decrease in Intelligence, his Intelligence will not change its value at all.
Characters that are at their maximum total Stat value (their “Stat cap”) and are hoping to raise one of their caps will need to ensure not only is that Stat set to rise, but another stat is set to drop.
For example, a character with a 225 Stat cap has a 100 Strength, 100 Dexterity, and 25 Intelligence, all of them set to “locked.” Her player wishes to allow the Intelligence Stat to increase, and so sets that Stat to rise. However, unless she also sets either her Strength or Dexterity to lower, her Intelligence will not change (as it has nowhere from which to gain the extra Stat points needed).
Stat Locks will not influence the possibilities of Stat gains, but will simply control the direction of which Stat values may change: can’t increase, can’t decrease, and can’t change. Also, a character’s GGS timer will not be affected by Locked Stats.
