As far as we can tell, the universe isn't deterministic. As someone in another post mentioned, every action does not necessarily lead to a single outcome. Instead, every action has a set of probable outcomes.

You might want to read up on John von Neumann's theories. Concerning what chooses a single outcome from that set of probable outcomes (a waveform), von Neumann theorized that consciousness selected a single outcome (collapsed the waveform). This seems analagous to some concepts of free will.
