I'm having a similar problem -- and it seems to be related to the memory expansion. I have an OB800 with a 16MB expansion card, and with a total of 32MB of RAM the PCMCIA slots work fine. But when I replace the 16MB expansion card with a 64MB expansion card, the PCMCIA slots become useless, in exactly the way you describe (i.e. Windows say they're working fine, but never detects anything plugged into them).
