ok well make sure that the CD-ROM is on its own IDE channel becouse if it is a secondary master it has to have its own cable. or have one othere drive on the cable set as slave. Also make sure you have a cd in the drive when you do the dir command lol.

I would say the best thing to do is try to swap it with a CD-ROM drive that you no is good, if you got a extra one. or if a friend has a extra one you can barrow for a day just for trouble shooting. If there are no extra CD-ROM drives to swap with it may pay to get a new one becouse you did say that the drive was already giving you proublems.

If you get a new one all you got to do is put it in, sys the C partition and then boot from HD and run the CD-ROM install disk. (if you have the CD-ROM install disk for the old drive try to do the same thing before getting a new drive).

If you no there is a proublem with the old CD-ROM drive i would get a new one becouse you need that CD-ROM drive to set up you OS. You dont want to install the OS with a bunch of read errors.
