What kind of boot times can I expect with the Core 686?

I need fast time from reset to start of application load. Which is the best OS? Our candiates are Win CE.Net, XPE or Linux. Like the price of Linux...

Also, which is best at handling unexpected shut-downs? We are in an automotive application - need to store off the last little bit of data on switch off.

So, key problems:
- fast time to come up at switch on
- save state quickly on backup battery after switch off
- good application environment.
