Linux: handling unexpected shutdowns requires some configuration efforts, can be booted in less than 8..10 sec from power-on. If the software is not too heavy and does not
require GUI - Linux is the best choice. Under Linux you can get the complete physical separation of system boot device (NOR flash, used read-only) and data storage device (NAND flash) which gives you maximum reliability.

WinCE.NET: always boots reliable after unexpected shutdowns, long boot time, about 40..50 sec from power-on. Good choice if you need GUI. Best software development / software debugging tools.

WinXPe: support package is still not released.
