Maybe we are talking about different things. There ARE private buy/sells. The industry is huge. There is no secret trading desk or room, correct. It is all between private entities and the banks. You are right, I do not hold any paper. I need 100M to play. But even having 100M will not get a person in. You have to be brought in. The "secret traders" don't do any magic. They just buy at a deep discount and resell, then, if there is enough instrument available and players in the game, they can turn around and buy and sell again, deal after deal, making vast amounts in a short period of time without having to wait for the paper to mature. The bank gets what they want, even though a deep discount sale has been made, because they bring in cash from an off-the-book sale, which they can enter into their fractional reserve lending system, thereby lending out many multiples of what they sold the instrument for, charging interest to boot. The cash proceeds, however, ARE entered on the books. Voila! Money out of thin air. That is our money system.

Individuals are not able to enter into this game so easily. Governments and powers do not let individuals make billions of dollars. There is power in having wealth. It is very controlled. Individuals have to qualify and humanitarian/environmental projects have to be major beneficiaries of the proceeds.
