Here's my view:

In one mode, you talk so you can think. So swimmer's thesis 'Ideas precede language' is not universally applicable - any more than is the thesis: 'day precedes night'.

The blackbird on my neighbour's roof is not trying to formulate a hypothesis. He tweets so that his beak won't heal up. It's in his jeans (c).
