You have misinterpreted what I mean by the VETO POWER.

I do not suggest that different laws ought to apply to any minority interest. On the contrary, I think laws ought to apply to all equally.

The point I am making is that a minority interest ought to have an EQUAL SAY about which laws shall be passed. Not a superior position, but a position equal to the majority.

John C. Calhoun raised this point brilliantly in his Disquisition on Government and in his Discourse on Government. Both essays can be found in a recently published book entitled Union and Liberty -- The Political Thought of John C. Calhoun.

Of course, there are several practical difficulties in governance by Concurrent Majorites -- not the least of which is : What are the significant interests in a society worthy of the VETO Power, how are they to be identified?

These are questions worthy of your consideration, I think.
