For different reasons.
S2 because they never had a villain as awful as Angelus. I mean, think about it, here was a guy who knew all about them, who they'd trusted and loved, and suddenly he's without a soul. And Buffy is indirectly responsible. That was a bar they could never reach again.
Though they really came close in S3. Faith: Again, a betrayal from within, but this time from a very human well of pain and jealousy. And with that wonderful creation, the Mayor, as her mentor and surrogate father, a dark mirror to Buffy and Giles.
