Subject: Turn signals on 97 gmc jimmy s-10

I have a 97 GMC Jimmy S-10 that the turn signals went out on. At first they would blink but at no certain pattern just erratic blinking. Then they would just come on and stay on with no blinking unless I did it manually using the indicator lever. Now the lights don't even come on. I tried changing the flasher fuse but can't find it. My repair manual says it is in a convience panel just under and to the left of the instrument panel. I can't seen to locate any such panel. My question is: Does this sound like the flasher needs replacing and if so where is it located. Question 2 is: If it is not the flasher what could the problem be? Eric Caddy
