The Taliban is a fundamentalist militia mostly comprised of trained Islamic fighters. They captured Afghanistan's capital in the mid '90s and drove out most military competition. Surprisingly, the group initially gained some popularity because in doing so, they reduced things like corruption, warlord problems, and the like. They currently control most of Afghanistan, though only 3 countries recognize the group as the country's political regime.

Their goal has been to set up what they believe is the most purist Islamic state. Remember earlier this year (in March?)when the 2000 yr old Buddha statues were destroyed in Afghanistan? That was ordered by the Taliban. They've banned most traces of western culture from the country like TV, lipstick, chessboards (one of the latest being the Internet, decreed just over the summer). Women are not allowed to work. Non-muslims in the country have to wear ID tags, etc. This is all according to their strict interpretation of Islamic law.

I don't think Osama bin Laden is technically part of the Taliban. He was formerly a Saudi resident until he was banned from the country. He's now called "a Guest" of the Taliban since they've allowed him to stay safely in Afghanistan for the past few years.
