中共高层聚首北戴河讨论换代
【新闻社6日电】中国高层领导人已经抵达中国北部的海滨渡假胜地北戴河，准备召开一年一度的北戴河工作会议，确定明年的政治日程。 分析家认为，今年北戴河会议的一个主要议程是讨论明年十六大新的中共领导班子的人选，因此比往年的北戴河会议更为重要。
到十六大召开时，包括现任中共总书记江泽民、国务院总理朱熔基、人大委员长李鹏在内的许多中共高层领导人都面临著退休。 (
但最近几个星期，北京开始传说，其中一些人，尤其是强硬派人物李鹏不愿意完全退出中国政坛。如果这类传言属实，那将会使中共这次权力继承更为困难。 )
此外，江泽民还将不得不在这次北戴河会议上抵挡来自党内左派的批评。左派对江泽民七一讲话中有关允许私营企业家入党的内容感到非常不满)
BBC中文网报导说，中共内部仍然腐败成风，为期三年的反腐败运动收效甚微，仅仅起到了让世人一窥中共内部腐败程度之深的作用。 (
可能让中共领导人感到轻松一些的议程是，他们可以在这次北戴河会议上回顾一下中国赢得2008年奥运会主办权的成功经历，或者为看来大局已定的中国入世争夺功劳。 经过14年的努力，中国看来有望在今年年底之前加入世界贸易组织，但是，入世也会带来风险。
如果像一些人预言的那样，入世使中国民族工业受到严重打击，并使中国的失业问题更加恶化，那么，极力推动中国入世的中共党内温和派的地位就会受到削弱
