Do you not have some sort of a contract with this seamstress? I would think there would be some kind of telephone number that you could call and speak with her. If not, I would send her a registered letter. I would state that she had so many days to get you your dress or you will file charges. You probably won't get your money back unless you go where she is and file a claim in small claims court, but you can call her local attorney general and file a claim. They will investigate it.
You will have to show proof that you paid this person along with your contract or some other kind of information showing that the item is actually late. Then they will investigate the situation at the other end.
