I would start with something simple like a crowning dress. You can buy a shell from a seamstress and then try the beading on that. Please don't copy other people's clothing, it is very insulting and rude.
You can get the names of suppliers off pageant world or look them up on the internet. Keep in mind that it may not save you money to do it yourself. You have to buy minimum orders from the rhinestone wholesalers and that can cost you a bunch unless you are able to split an order from someone. The other option is to order retail, but then you still end up paying just as much as if you had someone do it because the mark up is so much. Where you will save money is if you sew your own shells. Then you aren't spending $150 up for the shell and adding the expense of the decorations on top of that.
Once you have done something easy and feel good enough to move on, go for it. Every seamstress and designer started doing their own children's clothing so you can do it too.
