OK, well, I have been thinking about this one. I think that you are probably still in the phase where you need to keep the magick you do really simple and not have to get into casting circles and constructing words of power. (as soon as you are done with the "guide for the solitary" let's get you started on the one i said i'd loan you, "the idiots guide" since that will give you a broad overview of things.
I think that this situation with the apartment is two-fold. On the one hand you need to trust in Diety to guide you to the place that is best for you to be living for the current time. You can continually ask for that guideance and look for that direction from the universe. There can be a lot of quandery in regards to how to judge what the universe is telling us. Some people feel that they have to fight for what they want and overcome many obstacles. Other people take many circumstancial obstacles as a sign that something isn't the right path to take!! I think it really can vary. I don't believe in one side of that or the other. I mean taken to an extreme, one could say, well....this thing (whatever situation one is in) looks like it will take a lot to get accomplished so that must be a sign not to go forward...and I really think that is a bit ridiculous. But it is equally ridiculous to continue to bang one's proverbial head on a brick wall of obstacles pursuing something when another solution or choice may be a better one. But that is soooo subjective! I mean, look at people who have overcome incredible odds and obstcales to accomplish great things! In the same regard, there are definitely times when it is just plain dumb to continue to strive when another option is just as good. I still think one must truly go with their gut....which takes us back to how important it is to learn how to do that and to train ourselves to listen to that "inner voice".
Looking at the facts that you have told me so far, the other option (of the campus housing situation offerred you), I think that you already know you clearly can cross that off your list. Whether or not another campus housing situation will be available still remains to be seen. The other thing you clearly know is that you can't live in the apartment in its current condition, but that cleaned up/fixed up it could be a dream-apartment. In the mundane, I think that pursuing the landlord's promise in detailed writing in a legal document is appropriate. The good thing about this situation is that it will put this landlord to the test in the advance of moving in. Most people don't get to find out if they have a reliable/reasonable landlord until later! As you said, you are already exploring your other options, so that sounds like you are doing the logical things.
As far as a spell, try this one:
Draw a little floorplan of the apartment lightly in pencil as best as you remember it. Write on the paper the apartment's address. After you get it so you are satisfied it is a reasonable representation of the place, go over the lines in black ink. Erase the pencil marks. Now, again lightly in pencil draw in clutter and bugs and dirt and wood on the windows (whatever symbolizes that to you maybe make the windows a hollow recangle so you can draw in a zig-zag line in the hollow to represent the cracks). Make it messy. Squiggle icky lines and messy lines all through it. See the aprtment in it's hideous condition in your mind. Then take a deep breath and blow across the paper, picturing the whole thing clen and fixed and gorgeous with new pain and glass, etc. Erase all the messy pencil drawing on the paper. Look at it an smile and see it all done. Put the paper somewhere safe and take it out and look at it every day picturing the place gorgeous. See it as already accomplished.
Do all the necessary stuff in the mundane. See what the fates reveal.
