Not a 100% sure about the 1998, but on my 1997, which should be close to the same, all I had to do was remove the molding and unscrew the cluster. Once the screws were removed, I was able to pull the cluster forward. The cluster kinda pops out because the entire cluster plugs in.

Note: I don't have the GLOWING speedometer/tachometer. I have the regular version. I don't know if that makes a difference. Sorry... I don't have any pictures.
