Osama Bin Ladin, leader of the militant international Islamic terrorist organization Hamas, which currently seems like the most likely suspect, denies responsibility. He blames the US and it's policies. Keep in mind that this is a man with no regard for the value of human life, who is rabid religious fanatic, and who in all probability is thoroughly insane. Given his resources and the level of his organization, he seems like the most likely culprit.

Meanwhile, the foreign minister for the Taliban, the group of religious zealots that rules Afghanistan with a iron, repressive, and violent fist, denies that Bin Ladin could have pulled it off. The claim he is contained, or some such nonsense. But bear in mind that they have been claiming this for some time now, and Bin Laden still succeeding in bombing the U.S.S. Cole (in Yemen, wasn't it?), and coordinated attacks on two U.S. embassies in Africa.
