If Barrett has 150 hp then he must be at a low level, meaning that it should be very easy for you to level him up. Take the Silver Armlet off Cait Sith (he comes with it and you don't get any more until you get to Gongaga) and equip it on Barrett along with the strength accessory. Then run around the prison fighting monsters until Barret gets strong enough. When you run low on HP and MP there is a secret place you can rest, you know the truck where you talk to the second in command guy? Go there but don't go into the entrance where the bouncers are standing, go into the passenger side door and you can sleep on the seats. Keep doing this until you are strong enough.
