I don't think they would worry too much about chips on heir own in the mail. Circuit boards, wires, long cylinderical objects (eg caps, batteries) and electro-mechanical thingy etc in the same package on the other hand might be a problem. As long as they can inspect (visually), it would be fine.

I don't think the average custom people have the time, skills or equipments to read off a PIC. Even if they could, they would still have to figure what the code does.
